Good/Bad news from the Union Bank of Nigeria

This short note came in a couple of days ago. It’s exactly clear who they are targeting with this one. I don’t think they are trying to get the casual reader who has never heard of 419 or lost money in Africa.
To me, it looks as though they are trying to catch previous victims anew.

there is no physical danger, but there is the risk of losing money.
You should tell your Dad how the scam works and advise him to break off contact with the crooks.

Almost 2 weeks ago my brother’s received an email from Union Bank plc, which they informed him that he has won 500.000USD. and they asked him to pay some money for something something(attorney fee, some legal registration fee etc) and send him the scanned cheque picture.
Are they dangerous? because they have some contact informations of my bro.
Please advise me.
