Yes, the Africans like to use names of African celebrities for this kind of scam message. Charles Soludo is just a very prominent person in Nigeria.

I am sorry to hear about your fiancé having to give up his business. It’s unusual that Africans want to buy businesses. That is not the way they want to get hold of your money.
On the other hand, Charles Soludo’s name is often misused for 419 scams, also known as advance fee fraud. Take a look at Charles Soludo’s Wikipedia entry for more information http://en.wikipedia.org/wiki/Chukwuma_Soludo.
So I doubt that he is the behind this deal.
Without details there is not much I can say to help you. I am sure you can get the police involved with this if you believe you are being scammed.
