Yes, it is a scam, Alyssa.
“Senator David Mark” is a devious, merciless scammer. The thing that I have noticed among these Internet thieves is that they are also patient. I’ve been getting occasional emails from him over the past three years, always trying a new angle on my nonexistant fund. Beware, even the documents sent are forged.

the Senator is not actually doing these scams. His name is being used by others.
