Ever since the crisis really took hold of the markets and banks over a month ago, I have been waiting to see if the Africans are changing their tactics. This one, although extremely short, does look as though they are giving it a try.

They have obviously found an organisation, the Bank for International Settlement, which has it beginnings in the reparation payments imposed on Germany after World War I. Seeing the Africans like to talk about settlements, inheritance payments and over invoiced contracts, this does fit in to what they are doing.
